Develop new tools to automate scale up/down of the cluster.

Impact

• Make scale up/down easier for users
• Make scale up/down prone to human error
• Simplifies learning Dynomite as scale up/down documentation will be shorter
• Move manual scale up/down documentation to an archive (or advanced) section of the manual, thus shortening core of manual
